Spanish maritime transporters received in audience by Prime Minister

The Prime Minister, Head of Government, Ephraim Inoni, on Tuesday the 26th of May 2009, at the star building, granted audience to a delegation of Spanish maritime transport investors from Valencia, Spain.

The head of the delegation, Mr. Luis Rodriguez told the press after the audience that his company, HIRUMET S.L. presented three main domains of operation to the Head of Government, namely sea transportation, agriculture and public works.

As far as their ocean operations are concerned, they are proposing their services to the Government geared towards cleaning the Douala seaport by ridding it of all broken pieces of ships which have been abandoned there over the years.

In the domain of agriculture, they have opened a 600-hectare rice cultivation field in Ghana and would like to replicate their experience in Cameroon, if Government so wants to engage them on the project.

Finally, in public works, they are equally selling their expertise in the field, with the hope of seeking partnerships in road construction.

HIRUMET S.L. which is coming to Cameroon for the second time in 18 months has operations all over Europe.

Retaining Best Stevedoring Operation Quality in Port of Taichung to Serve Shippers and Owners

Stevedoring and warehousing operations in Port of Taichung have been completely privatized. The loading, unloading and warehousing processes on wharf are run by public or private stevedoring and warehousing providers of the harbor district in a self-management way. To cope with increasingly competitive harbor operation environment, and to retain best service quality in the dock, Taichung Harbor Bureau will continuously execute the following measures:

1. Stevedoring providers shall buy advanced equipment per operation needs, and appropriately replace the old, low effective or hard-to-be-maintained equipment, such as grab, forklift and other over-aged machines.

2. The loading and unloading equipment maintained and supervised by Taichung Harbor Bureau shall be checked more frequently and detailed, in order to keep it in proper and usable condition.

3. For inbound vessels, during the rush hour or when special equipment is needed, the operation units shall consult with machines and equipment providers for arranging lacked machines.

4. Stevedoring providers shall purchase advanced high-efficient equipment, and improve their loading and unloading operation skills, to upgrade their performance and safety.

5. Stevedoring operation units shall implement emergency report system. When disaster happens, on-site situation shall be certainly commanded; shippers and cargo owners shall be able to gain help immediately to deal with emergency events.

Shippers may give recommendation or complain to the Bureau by several contact ways, whenever the stevedoring and warehousing services are not proper, or they want to provide improving ideas for loading, unloading and warehousing processes. Taichung Harbor Bureau will modify immediately to obtain the best service quality.

President Proposes Large Increases for Rail, Water Infrastructure and Highways in FY 2010 Budget

In his Fiscal Year 2010 budget proposal, President Obama includes historic increases for passenger rail, water infrastructure and highways and transit funding, according to Rep. James L. Oberstar (Minn.), Chairman of the Committee on Transportation and Infrastructure.

"In his budget proposal, President Obama calls for the largest amount of funding that any president has requested for Amtrak or for the development of high-speed rail in the history of the United States. The request for $1.5 billion for Amtrak and another $1 billion for high-speed rail is in direct contrast to the starvation diet that President Bush advocated for Amtrak," said Oberstar. "President Obama's commitment to Amtrak and to the development of high-speed rail in the United States is unparalleled, and it equals President Eisenhower's commitment to building the interstate highway system in 1956. President Obama's continuing support for passenger rail provides a solid foundation for the nation's long-term growth and economic prosperity, just as the Federal Highway System did a half century ago."

"For Amtrak and high-speed rail enthusiasts, this is truly an historic moment. President Obama has displayed significant foresight by making the development of a high speed passenger rail system a priority for the nation.

In the American Recovery and Reinvestment Act, he advocated for $1.3 billion for Amtrak and $8 billion for high-speed rail," said Rep. Corrine Brown (Fla.), Chairwoman of the Subcommittee on Railroads, Pipelines, and Hazardous Materials. "The President understands that to be competitive globally, the United States must invest in passenger railroads and develop a comprehensive high-speed rail system that rivals, if not exceeds, those operating in other nations. This is a long overdue down payment on the nation’s future."

The President also proposes making significant investments in the Clean Water State Revolving Funds, which is the principal source of federal funding for meeting the nation’s wastewater infrastructure needs.

"The $2.4 billion for the Clean Water SRF is the largest request by any president since the fund was created in 1987. This commitment to improving the nation's wastewater infrastructure is a dramatic reversal of Bush administration policies. First, President Obama's request is approximately five times the requested funding level of $555 million in FY 2009, which was President Bush's last budget. Thankfully, President Obama's request also reverses the promise of the Bush Administration to end the federal commitment to Clean Water as of 2011," said Oberstar. "President Obama's budget request not only increases funding, but it restores the federal government’s commitment to meeting the nation’s Clean Water needs."

"The nation's wastewater infrastructure is deteriorating and is in dire need of repair or replacement. Despite the fact that many water systems have reached the end of their useful life or have been completely overwhelmed from increased use, the federal government has not made the necessary investment to ensure that communities across the country have safe drinking water and effective wastewater treatment facilities," said Rep. Eddie Bernice Johnson, Chairwoman of the Subcommittee on Water Resources and Environment. "President Obama understands that our water infrastructure needs greatly outweigh current resources, and this budget request will help close that gap. I am also pleased that the budget request restores the provisions under the Superfund law that requires polluters to pay for the cleanup of damage they do to the environment."

The Obama budget request also proposes $475 million for a Great Lakes restoration initiative to address leading causes of impairment to the Great Lakes, such as aquatic invasive species, contaminated sediments, and non-point sources of pollution. It requires federal agencies that have authority over the Great Lakes to address current concerns and problems. The Environmental Protection Agency will take the lead of this cross-agency effort, but other agencies, such as the Coast Guard, the Department of Agriculture and the U.S. Army Corps of Engineers, will work with the EPA to access funds to address challenges facing the Great Lakes.

State Budget 2009-10: Boating facilities to benefit from fee increases.

Increases to boat registration fees will help provide better facilities for Western Australian boat owners. Transport Minister Simon O'Brien said increased registration fees were necessary to meet the growing demand for new facilities."The number of registered recreational vessels in WA increased by 24.6 per cent to more than 90,000 in the past five years," Mr O'Brien said.

"Pressure for new facilities will continue to rise with current projections showing there will be a near doubling of boat registrations by 2025. "Boat owners will be required to make a bigger contribution to the maintenance and construction of facilities through a staged increase in registration fees for all recreational vessels. The staged implementation of increased registration fees for recreational vessels will see the cost of registering a vessel under five metres increase by $12.70 in 2009-10.

In addition, the recording fee, which applies for all new registrations, transfers of registration and late payments will increase by $10.40 in 2009-10. The Minister said the majority (nearly 60 per cent) of registered recreational boat owners in WA had a vessel under five metres. Mr O'Brien said registration fees for bigger vessels had increased at a greater rate, reflecting the high costs associated with providing facilities for large craft.

"There have been minimal increases in fees and charges for boat owners in the past decade meaning the recreational activity has been subsidised by the broader community," he said. "The move towards a user-pays system will ensure increased revenue to directly fund much needed infrastructure projects such as the provision of new and improved boat launching ramps, installation of navigation aids and continued promotion of boating safety in WA." The Minister said there had also been a review of pen fees at State-managed metropolitan boat harbours to reflect current market rates.

Waterways Harbor Assistance Program

Each year, Wisconsin's 15 commercial ports handle more than 44 million tons of international and domestic cargo valued at over $7 billion. Along with agricultural products, these commodities include coal for our power plants, iron ore and wood pulp for our industries, cement for construction, and the salt that helps keep our roadways safe.

In addition, water transportation in Wisconsin fulfills a variety of passenger travel needs including an ever growing cruise ship industry and seven ferries. Along with enhancing the state's tourism industry, ferries can also connect island communities with jobs, schools, hospitals and other destinations.

Harbor Assistance Program

In 1979, Wisconsin's Legislature created the Harbor Assistance Program (HAP) to assist harbor communities along the Great Lakes and Mississippi River in maintaining and improving waterborne commerce. Port projects typically include dock reconstruction, mooring structure replacement, dredging, and the construction of facilities to hold dredged material. Grant applications are accepted on a semi annual basis on August 1 and February 1. There are 23 ports in the state that are potentially eligible for funding through the HAP.

To be eligible for funding:
  • The project must benefit facilities that are used for cargo transfer, ship building, commercial fishing or regular ferry service;
  • The applicant must be a local unit of government or a private owner of a harbor facility;
  • The project must pass a rigorous benefit-cost analysis; and
  • The project must have been identified in a current Three-Year Harbor Development Plan.

Safe Loading And Unloading Of Bulk Carriers

Loading And Unloading
1 This Code of Practice for the Safe Loading and Unloading of Bulk Carriers has been developed by the International Maritime Organization to minimize losses of bulk carriers.

2 The purpose of the Code is to assist persons responsible for the safe loading or unloading of bulk carriers to carry out their functions and to promote the safety of bulk carriers.

3 The Code primarily covers the safety of ships loading and unloading solid bulk cargoes, excluding grain, and reflects current issues, best practices and legislative requirements. Broader safety and pollution issues such as those covered by the SOLAS, MARPOL and Load Line Conventions are not specifically included in the Code.

4 The recommendations in this Code provide guidance to shipowners, masters, shippers, operators of bulk carriers, charterers and terminal operators for the safe handling, loading, and unloading of solid bulk cargoes. The recommendations are subject to terminal and port requirements, or national regulations. Persons responsible for the loading or unloading of bulk carriers should also be aware of such regulations and requirements.

5 Masters and terminals loading and unloading solid bulk cargoes possessing chemical hazards should also refer to SOLAS chapters II-2 and VII and to MSC/Circ.675 (Recommendations on the Safe Transport of Dangerous Cargoes and Related Activities in Port Areas).

6 The requirements of individual terminals and port authorities should be published in terminal and port information books. The type of information usually given in these books is listed in appendix 1. The books should be given to the masters of ships where possible before or on arrival at a port or terminal.

7 It is recommended that a copy of this Code be made available to every ship, charterer and bulk loading or unloading terminal so that advice on operational procedures is readily available and respective responsibilities are identified.

Port Licensing program

We would like to welcome you to the Maritime Administration's Deepwater Port Licensing Program website for the licensing of offshore liquefied natural gas (LNG) and oil receiving port facilities. The Maritime Administration is charged with meeting the country's commercial mobility needs while maintaining national security and protecting the environment. The Deepwater Port Licensing Program addresses all three of these goals by reducing the need for LNG and oil tankers to enter busy seaports, while maintaining a high level of security and providing a viable environmentally friendly fuel source.

This website is a resource for you to learn about the Deepwater Port Licensing Program and how it goes about fulfilling the requirements mandated in the Deepwater Port Act of 1974, as amended. Please refer to this site often to keep up-to-date on our progress, important events and information related to the licensing process.

Deepwater Port
The Maritime Administration will continue to work with Federal, state, and local agency partners to ensure a comprehensive and efficient deepwater port licensing process. The concerns of state regulators, environmental organizations, and marine industry groups are given significant weight in the licensing process. With five (5) active applications and more expected next year, the Maritime Administration will continue the highly technical and intensive work of processing deepwater port applications and issuing licensing decisions.

The application process is clearly defined, time sensitive, and designed to accelerate the construction of LNG and oil deepwater ports. We want to assure you that the Maritime Administration will continue to expedite the application process, and strive to protect the nation's environment, meet our growing energy needs and improve waterborne transportation efficiencies.

When finally licensed and operating, deepwater port facilities will enable the United States to receive large amounts of natural gas in an environmentally safe and efficient manner. This is an extremely significant development in light of the fact that overseas exploration has resulted in the discovery of substantial new natural gas resources. Further, the demand for natural gas in the United States is projected to increase from 21.70 trillion cubic feet annually in 2008 to 23.80 trillion cubic feet in 2016. Imports of LNG are projected to grow from 0.50 billion cubic feet per year in 2008 to 2.80 trillion cubic feet by 2030. Clearly, the offshore LNG and oil facilities licensed by the Maritime Administration will provide an efficient conduit through which this valuable resource can flow into the United States.

ANARE Shipping History

hips have been plying their way through the Southern Ocean since the days of Captain Cook in the eighteenth century. Since its inception in 1947, ANARE has relied on shipping to transport expeditioners from Australia, explore the coastline, resupply stations and conduct oceanographic and marine science. For many of these years Australia hired Danish ships from the Lauritzen Line. The distinctive Dan ships such as the Thala Dan, Magga Dan, Kista Dan and Nella Dan, became synonymous in the public mind with Australian Antarctica.

Icebound
The launch of Australia's polar flagship, the Aurora Australis, in 1989, initiated a new era. However, shipping requirements each year generally result in the hire of additional ships from other countries, including some tourist vessels in recent years.

Hong Kong Port Facilities

The Port of Hong Kong

Hong Kong is one of the busiest and most efficient international container ports in the world, which handled 24.5 million TEUs of containers in 2008. The port provided about 450 container liner services per week connecting to over 500 destinations worldwide.

The locations of the major cargo handling facilities, including container terminals, river trade terminal, mid-stream sites, public cargo working areas as well as supporting facilities, such as ship repair yards and typhoon shelters, are shown in the following plan:

In 2008, the Kwai Chung-Tsing Yi container terminals' throughput amounted to 17.7 million TEUs, representing 72% of the port's total container throughput. The remaining 28% was handled at mid-stream sites, River Trade Terminal, PCWAs, buoys and anchorages, and other wharves.
